About Phil Mauger

After being elected as a Christchurch City Councillor for the Burwood Ward, Phil successfully ran for Mayor at the last local body elections.

Prior to entering Council, Phil was a successful businessman with strong community ties and a history of supporting community organisations. He led Maugers Contracting, a third-generation company specialising in building subdivisions, roads, sewers, drains, and water mains, which his family has been operating in Christchurch since 1970. In 2020, he stepped aside from the company to focus on becoming Christchurch’s Mayor.

He is happily married to Chrissy and between them they have five children and eight grandchildren. Phil and Chrissy live in Avonhead.

Under Mauger's leadership, Christchurch has achieved significant progress in water infrastructure projects. Key accomplishments include retaining ownership of the city's three waters, and upgrading and relocating the Organics Processing Plant. 

Also under Mauger’s leadership, the Council’s settled its $85 million insurance claim after a fire at the Bromley Wastewater Treatment Plant.  This meant a new wastewater plant with emissions-reducing infrastructure designed to future-proof the city, and fix the long standing odour issues, will be built. 

Another key project, Te Kaha Stadium, remains on budget and on track for completion in April next year. These projects are critical for Christchurch's future and are being delivered efficiently and responsibly.

Mauger reiterated his focus on core services, including road and footpath maintenance. He highlighted the success of the newly established roving maintenance crew, one of his last election promises. “The footpath teams have targeted safety issues, repaired small sections, and addressed vegetation overgrowth without requiring significant traffic management – this is working much more efficiently than in the past.”

Mauger emphasised his ability to work across political lines and lead a stable council – he is running as an independent candidate and rejects party politics in local government.

He also highlighted increased transparency in Council operations, including council briefings now done in public and reduced use of closed sessions.

“I am standing for mayor because I want to get stuff done. I will bring a practical approach to council and make the best decisions for our city.”

I am humbled to have a wide range of people supporting my Mayoral campaign. I have not and will not take any donations from any political party.  Rather, my donors are people from all walks of life and they have one thing in common - they all love our city and want it to be the best it can be.  They are supporting me because they want change and they all want to see our Council get stuff done.
